Bio

I was born and raised in Kharkiv, the second-largest city in Ukraine, where I earned my BA and MA in Finance.

I came to the United States to pursue my Master's in Public Administration (MPA) at the University of Oklahoma, Norman.

After MPA, I worked in Ukraine, including as a think tank analyst focused on tax literacy and education.

I received my PhD in Public Administration from the Maxwell School of Syracuse University. I was a graduate associate at the Center for Policy Research during my time there.

I joined the faculty at the Martin School at the University of Kentucky, where I conduct research, teach, and serve local organizations.
