Greetings! I am an Assistant Professor at the Martin School at the University of Kentucky. I received my Ph.D. in Public Administration from the Maxwell School of Syracuse University.


I specialize in the intersection of public budgeting / financial management and public management by studying public participation in local finance, local revenue and expenditures, economic development, intergovernmental relations, and challenges in state and local finance. 


My work has been published in the Journal of Public Economics, Public Budgeting and Finance, Economic Development Quarterly, Municipal Finance Journal, Public Administration, Journal of Behavioral Public Administration, and the ANNALS of the American Academy of Political and Social Science. I was selected as Lincoln Institute of Land Policy Scholar in 2021 and American Society for Public Administration Founders’ Fellow in 2018.
